Vermont Utility Rate Clause Sparks Legal Debate
June issued Salmon addresses the purchased power clause used by CVPS and Green Mountain Power Co. as eight utilities adopt it. Hayes argues it lets parent companies raise charges to cover automatic increases passed to consumers. The clause has raised costs by about 1 million dollars monthly while potentially saving up to 1.2 million in other rate cases. Gilbert defends the measure as consumer savings pending Supreme Court action.
