President Nixon is said to be on the verge of instituting a draft lottery though not in the original form. A random selection system could begin with 19 year olds and shift the monthly quota to the oldest eligible in the group, with the 19–20 year olds as the prime cohort. The plan requires executive direction to the Selective Service and may precede Congress action.
