Special education costs in Vermont show funds and limits

Vermont's free and appropriate public education for disabled children will not be free in practice. The state will spend about 9.25 million dollars this year with 6 million from state funds and 2 million from local funds. Federal Title 1-313 adds about 1 million, plus at least 265 thousand directly to local districts as discretionary funds. The plan aims to boost IEP development and counter rising costs, but districts face homework and planning hurdles, with debates over teacher consultants and AVM training approaches.
