The Bennington County Planning Commission approved hiring Technical Planners Associates Inc. of New Haven Conn to provide professional guidance for the 12 town group. Cesar J. Bertheau said a senior partner will work on the job as the panel narrowed 20 applicants to three and interviewed finalists on Oct 9, 13, and 18.

Hoff Pessimistic On Resolution Vote

Democratic governors prepared to force a showdown vote on backing President Johnson's Vietnam policy at the National Governors Conference aboard the SS Independence. Vermont's Hoff warned they may be defeated as GOP opponents argue the issue belongs outside the conference. The vote failed 14-6, with planning topics and crime elimination resolutions also discussed during the 59th annual gathering near St Thomas and St Croix, celebrating the islands’ 50th anniversary aboard a duty-free port call.

Police and Negro Youths Clash Near Los Angeles Watts Area

A large disturbance in a 20 block stretch between Watts and downtown Los Angeles led to 31 arrests and injuries as 400 youths clashed with police. Firebombings and fires followed, with roving bands described as mostly dropouts, amid tense unrest tied to school discipline disputes at Manual Arts High School.

Ford Prepares for End of Auto Workers Strike

Ford Motor Co and the United Auto Workers press toward a 24 hour bargaining settlement as maintenance crews report to Livonia plant for immediate production. The 44 day strike has cost workers about 170 million in wages and halted 320 thousand vehicles, with Ford hoping to resume full production within a week to ten days. Chrysler and GM may follow the Ford agreement as talks continue.

Typhoon Carla Halts Air Raids Over North Vietnam

Saigon reports Typhoon Carla weakened to a tropical storm in the Tonkin Gulf, halting U S Navy air raids over North Vietnam while Air Force and Marine bombers carried out 77 missions. Green Beret teams killed 64 Viet Cong in jungle battles near Saigon as pilots claimed 89 MIGs shot down and Hanoi rail links damaged.

Mississippi jury convicts seven over 1964 civil rights killings

An all white federal jury in Meridian Mississippi convicts seven men including a deputy sheriff and a Ku Klux Klan leader of conspiracy in the 1964 slayings of civil rights workers Michael Schwerner Andrew Goodman and James Chaney. Eight were acquitted and the jury deadlocked on three. Sentencing set for next week.

California Brush Fires Near End In Santa Paula Blaze

Los Angeles reports firefighters may soon control the last of a series of Southern California brush fires that scorched over 50,000 acres. The Los Padres National Forest blaze, started Sunday near Santa Paula, burned 10,000 acres before men and 20 aircraft spraying retardant fought it along a three quarter mile front.

State Police Head Denies Alleged Arrest Quota System

MONTPELIER AP State Police Operations Director Maj Glenn Davis said the department would welcome a Legislative Council investigation into an alleged arrest quota system He said the department has nothing to hide and is ready to provide information Acting Gov Daley called for clarification of policies tied to performance ratings after Caledonia County State s Atty Sten Liam accused a quota Liam pledged not to sign warrants to meet a quota Daley plans to meet with Commissioner Alexander to review the issue Davis said no quota exists and noted 12 troopers met to set a 13 arrests per month standard based on 1966 data He added arrests are not the only performance factor Daley has received complaints about the alleged quota saying it causes unrest and morale problems and opposes such a system He urged a broad legislative review

Federal Panel Clears Way For Pennsy Central Merger

A three judge federal panel cleared the Penn Central merger by dismissing complaints and allowing appeals to the Supreme Court within 15 days. The ruling also orders Norfolk and Western to absorb Erie Lackawanna, Delaware and Hudson, and Boston and Maine railroads facing ongoing ICC actions. The New Haven bankruptcy case and a $175 million purchase plan await court and ICC approval.
