White House Radiogram Sparks Governors Conference Skirmish

Michigan Governor George Romney blasted a White House radiogram as a snow job and hogwash after it surfaced at the National Governors Conference aboard a 23 000 ton liner off St Thomas in the Virgin Islands. The message intended to woo Republican support for a Vietnam policy resolution was reportedly delivered to Ronald Reagan. Reagan said it was delivered by mistake and handed to aides. Democratic Governor John Connally urged a vote on Vietnam policy despite GOP opposition as Rhodes and other Republicans faced pressure. The radiogram's exposure reduced prospects for a Democratic victory in pushing a Vietnam resolution.
