Passthrough clause rescinded by Vermont PSB

The Vermont Public Service Board will phase out the Purchased Power and Fuel Adjustment Clause PPFA which allowed automatic customer charges for higher power costs The board will replace it with a semi annual cost review and a computerized monitoring system planned to be online by May 1 The move follows a ruling absolving Vermont Yankee Nuclear Power Corp of liability for an 18 day Vernon plant shutdown and cites hardships from rapid rate pass throughs while preserving consumer protection by tracking costs and stabilizing monthly rates
