Village Bicycle Law Still Up in the Air
Bennington village faces an unsettled plan to require bicycle registration and safety rules. Village Attorney John H. Williams II says charter amendment is needed to pass such an ordinance, leaving Trustees to decide whether to seek a charter change and align it with other amendments. The proposal originated from Mrs. Rupert Young who filed a petition and letter urging action after noting Brattleboro already requires bike registration. Williams notes Brattleboro acts authorize regulation of motor vehicles and animals, not two wheeled bicycles, and the Brattleboro act lacks explicit bicycle provisions. The group discusses authority under the Brattleboro act and general traffic regulation, while Brattleboro police explain a 25 cent sticker scheme covering costs. Mrs. Young argues cyclists flout safety rules and pose risks to drivers and pedestrians, and suggests registration would aid police in identifying offenders and recovering stolen bikes.
