Soviets Push Security Pact For Europe
Brussels sources say the Soviet Union and Warsaw Pact allies push a three part draft for a Europe wide security pact. It would recognize postwar borders including the Oder Neisse line, seek mutual renunciation of force, partial disarmament, and broad economic scientific and cultural cooperation. NATO ministers weigh a December ministers council in Brussels.

House Democrats Back Hike In Social Security Benefits
House Democrats in caucus unanimously backed a Social Security boost of at least 15 percent to take effect by December 1, with President Nixon favoring 10 percent by April 1. The measure would raise average retiree payments and expand protections against cost-of-living increases, while a parallel bill liberalizes government worker pensions to 80 percent of earnings based on three top years, with a maximum around 34 000 for long-serving members.

House Panel Probes Rising Cost of Meat
Washington based House government operations subcommittee investigates why meat prices have climbed 13 percent this year while the cost of living rose 4.6 percent. It focuses on import ceilings and secret bilateral deals that limited meat imports, with hearings planned involving Virginia Knauer and officials from the Agriculture Department and State Department. The probe follows a citizen-led meat boycott movement led by Ross de Lorenzo of Levittown, a Long Island housewife who sparked calls for price explanations.
