In Montpelier UPI reports House Agriculture Committee Chair Donald Cook welcomed a new draft of Vermont's land use plan. The plan by the Planning Office would let local planners replace state rules with approved town by laws, tying decisions to Act 250 amendments and state environmental review while classifying land into urban village rural resource and conservation zones.

Labor market holds steady as employment climbs 700000
The government reported September jobholders rose by 700000 to a record 85.1 million, while unemployment stayed near 4.8 percent for the fourth straight month due to a 750000 rise in the labor force. Over the year, employment advanced 2.75 million. unemployment lingered around 4.3 million.

Quake rattles Chile central zone no deaths reported
Chile experienced a predawn earthquake shaking central regions including Santiago and Valparaiso with aftershocks. Officials reported no deaths or injuries but power outages and port communications disruptions occurred.
