Vermont moves to create a residential treatment center for about 20 youthful offenders after the Emergency Board authorized Gov. Hoff to accept a 70000 grant. Institutions Commissioner Woodhull said negotiations proceed and talks with private groups and a federal agency continue. Youths would work during the day and receive therapy at night for a year.
Vermont State Board of Personnel Appeals denied wage increase requests for 147 state workers, granting five appeals for seven employees including fish hatchery managers. It rejected 103 Highway Department engineers and 40 Fish and Game wardens, noting work-hour reform as administrative.
Vermont's federal aid share rose over 300 percent in ten years with highway funds driving much of the growth. Last year the state received 38.7 million dollars in federal aid, about 25 million of which funded highways, and per capita aid reached 96 dollars.

The decision allows the hospital to seek payment from public agencies for services, pending a new decree. The ruling also notes the Deed of Gift 1912 and the absence of social welfare programs at the time. The case returns to the lower court for a new decree aligned with the high court’s view.
Senator George Aiken announces the rural water bill will be signed by President Johnson Thursday morning. The measure provides low cost federal loans for small rural communities to build water systems with a 5500 population limit, following 1965 Vermont General Assembly enabling legislation. Johnson told Aiken he wanted the bill passed on his 73rd birthday.
A Sunderland man, John McDermott, 60, suffered severe burns to his face, arms, hands, and back when a kerosene explosion ignited a wood stove fire at his South Road home. He was rushed to Albany Medical Center in critical condition with burns covering about 50 percent of his body and to undergo a tracheotomy with plastic surgery care. The fire, investigated by Arlington Fire Chief C. Lee Marsh, was extinguished by McDermott with a bucket of water before neighbors assisted. previous blazes in the building had been caused by a defective chimney and other sources.
Viet Cong ambush killed or wounded the entire U.S. infantry squad northeast of Saigon as two American planes were lost. B52 raids struck War Zone C near Tay Ninh, while reports say guerrillas used children as shields in Qui Nhon area. Government troops and Viet Cong casualties were heavy with several captures and mortars near Phu Ly.
