Taft-Hartley action delayed in dock strike

Franco Says He Will Remain Spain Leader For Health Reasons

Generalissimo Francisco Franco told a Madrid rally that he intends to stay in power as chief of state as long as his health permits and rejected reforms that could divide the nation. He spoke to about a million outside the Royal Palace, denying plans to step down in favor of Don Juan Carlos. Earlier, Franco issued a general amnesty affecting prisoners, including Americans, and asserted unity through his rightist authoritarian principles.

Senate votes for higher school lunch funding

The Senate approved an emergency measure to guarantee minimum federal support for free or reduced price lunches for needy children. The 75-5 vote bypassed the Appropriations Committee, funding 46 cents per meal from an Agriculture import duty fund, pending a supplemental bill.

Windsor inmates press demands in talks with state officials

Windsor State Prison convicts threaten continuing work stoppage as 110 inmates require changes including ouster of the assistant warden. Warden Smith and Corrections Commissioner Stoneman met with a four-man delegation, with no progress reported after a 45 minute session. Wives of inmates petitioned for inspection of conditions, work programs, visiting rules, and safety concerns at the 162 year old facility.

Regional lockups cost more than old jail, study shows

Bennington County officials and sheriffs question a state funded regional lodging program that moves prisoners to Rutland for overnight housing. A six week town study estimates 209 dollars weekly to transport 23 prisoners versus 166 dollars to house them in Bennington. Sheriff Maloney notes miles logged and added Rutland costs raise annual lodging expenses, while Bennington jail costs and staffing are not funded by the state. State police and sheriffs warn the system hampers local law enforcement and patrols. The program began after the Department of Corrections ceased funding the local jail last June, aiming to shrink jail funding statewide and improve prisoner holding for court appearances.

Round the world flight tests Einstein time dilation

Washington physicists Hafele and Keating will fly east to west around the globe for two days carrying atomic clocks. They aim to compare their flying clocks with a master clock at the Naval Observatory to test Einstein's relativity. If the traveling clocks lag by about 100 billionths of a second, Einstein is supported. if not, the theory or experiment may be flawed. They depart Dulles at 7:30 p.m. EDT Monday and return early October 7.
