Vermont education board chairman Harold Raynolds said the search for a new education commissioner has narrowed to three top candidates after Tuesday's meeting. Six applicants were in the running for the $20,700 a year post, with officials not identifying candidates or confirming Vermont residency. The appointment would fill the vacancy left by Dr. Richard A. Gibboney, dismissed last July after serving since September 1965.
