Vermont wins round in sludge bed dispute
MONTPELIER Vermont on the offensive in its battle to remove a 300 acre sludge bed from Lake Champlain off Ticonderoga New York. Vermont Water Resources Commissioner Martin Johnson said the Interior Department ruled that discharges from a new International Paper Co mill may affect Vermont waters. Vermont has 60 days to decide if the mill discharges violate state water quality standards and to request a public hearing. If the Army Corps of Engineers finds conditions cannot insure Vermont standards further action may follow.

Davis offers Mallary administrative post
