Officials said further cutbacks would be 5 percent in 1976 and 10 percent in 1977, with both NATO and Warsaw Pact noting that Warsaw Pact forces outnumber NATO in Central Europe. A Western spokesman denied a concrete proposal while a Soviet official confirmed a proposal had been made but declined details.
