Vermont eases pollution rules under energy crisis
Vermont relaxes air pollution standards on a temporary emergency basis to ease fuel oil shortages. Environmental Conservation Secretary Martin Johnson said the sulfur limit for No 2 fuel oil rises from 1.5 to 2.5 percent for six months, allowing larger heating supplies but requiring notices to the EPA and permits for higher sulfur fuel. Johnson warned the move does not solve the shortage and urged fuel conservation.

24 Die As L A Fire Ravages Stratford Apartments
A 45 year old apartment building at 1735 W. 6th Street in Los Angeles burned, killing 24 residents and injuring 49. The H shaped Stratford building housed about 150, many children, with several victims found on the third floor and some dying after leaping from upper levels. Fire officials blamed an open stairway acting as a chimney and noted owners had not complied with a stairway closure ordinance.
