Saigon postponed the firing squad executions of three Viet Cong agents amid U.S. warnings. The plan, tied to Viet Cong threats to kill prisoners of war, involved prisoners held by the Viet Cong including 162 Americans and South Vietnamese. The ruling was delayed with no new date set.
Washington UPI reports the House prepared to debate a 2.2 billion dollar fiscal 1968 foreign aid bill, nearly 500 million less than the 2.68 billion Congress authorized last week. President Johnson signed the authorization Wednesday. Chien, 37, convicted of rebellion and arms violations for a 1965 Saigon Metropole Hotel bombing.
Fighting between Greek and Turkish Cypriots in two villages ends after a UN brokered cease fire. Seven Turkish Cypriots are hospitalized. casualties are not yet reported. Both Greece and Turkey remain on high military alert as airports closed and NATO nations monitor the flare up.
Sudan urged a new Arab summit in Cairo and joined Egypt in blaming the United States for obstructing United Nations peace efforts. Abu Hassabu cited tremendous U S pressures, while Cairo figures echoed the stance. The Khartoum summit's stance favored UN led talks with no direct talks or peace settlement with Israel.
U S jets bombed a shipyard near Haiphong while South Vietnamese and American forces faced persistent mortar fire at Dak To. The strikes aimed to choke waterborne supplies. authorities reported U S casualties and ongoing highland fighting with Vietnamese losses mounting. Maj Gen William Peers warned supplies would be rearranged and hinted at possible Communist withdrawal toward Laos.
Gen Westmoreland, en route to report to President Johnson, urged rapid delivery of promised U.S. troops to Vietnam. Pentagon officials declined specifics while noting the 525,000 target with current levels around 468,000 plus about 75,000 in Thailand and at sea. Westmoreland avoided firm deployment dates, saying schedules remain under review and unit totals rather than headcount were planned. He expressed optimism about war progress but cautioned on year end bombing pauses.
Washington announced 63 cities to get initial Model Cities planning grants, including Winooski Vermont and Washington DC. The group ranges from New York City to Pikeville Kentucky and will share 11 million dollars for detailed blight elimination plans.
A joint communique after White House talks says the United States will return the Bonin Islands within a year, including Iwo Jima, while Okinawa and the Ryukyus remain under U.S. control with continued review. Japan will gradually assume defense duties, and US facilities will remain for mutual security. Prime Minister Sato faced public pressure against nuclear weapons on Okinawa.
At Wilberforce Ohio Central State University trustees moved to weed out black power elements after a rock and brick attack by about 200 students left 94 arrested and nine policemen injured. National Guardsmen assisted, 600 were sent, and the campus remained closed for safety. Governor aide John McElroy warned continued unrest could trigger dissolution if the disruptive group persists.

Washington Senator Winston Prouty proposes five amendments to the Social Security bill to broaden benefits. He seeks to cover 70,000 people turning 65 in 1968 under Medicare hospitalization provisions, those not currently covered, and to exclude Social Security payments from Veterans Administration pension calculations for veterans or widows.
