The Governor's Commission on Higher Education urged better planning and policy for Vermont postsecondary education. In a 23 page report forwarded to Gov. Salmon, Sen. Frank Smallwood led calls for a joint legislative resolution to establish a statewide policy. The panel calls the system extremely fragmented and supports a single governing board for public postsecondary programs. The proposal echoes past attempts to merge Vermont state colleges and the University of Vermont, which failed in 1972.
