Secretary of State Dean Rusk flies to Europe on a mission to bolster American influence and win support for U S policy in Asia. The trip aims to rally NATO after France quits the military pact and seeks removal of bases and headquarters from French soil.
A four man inquiry court began examining Britain's 16 day merchant seamen strike with aims to end it before the walkout harms the economy. Holly Babcock six died from injuries after a Sunday morning accident on Main Street Cambridge near the Methodist Church. She was taken from Mary McClellan Hospital to Albany Medical Center Hospital where she died. The vehicle operator was Cambridge nurse Mrs George Broadhead of Cambridge, a Mary McClellan Hospital employee. Memorial Day weekend traffic toll rises to at least 30 in New York State.
Saigon United Press International reports U S war planes carried out heavy air raids on Hanoi and nearby cities, marking the most sorties in a single day since January resumption. Navy planes mounted 46 missions and Air Force 37, with targets including storage, barracks, bridges, railways, and anti aircraft batteries. Ground actions near Pleiku and Binh Dinh provinces claim significant enemy killed, while U S losses were described as light.
In Saigon six Buddhist leaders pressed Premier Nguyen Cao Ky to quit amid new street protests. A Buddhist girl burned herself to death in Hue, the fifth in three days, as the regime ordered rebels to lay down arms and surrender the Hue radio station. Ky airlifted food to Da Nang while troops and ex-soldiers threatened to move on rebels. Khoa warned restraint and limited activity for youths.
Santo Domingo and Santiago reports detail a turbulent lead up to Wednesday's presidential vote as police fired into the air to break a leftist rock-throwing clash at a major park rally. Fourteen injured in Santiago as Castroite 14th of June movement clashed with PRSC supporters amid last minute appeals by Bosch Balaguer and Bonnelly. Under Dominican law all campaigning ends 24 hours before balloting.
Washington reports that President Johnsons proposed election reform bill encounters opposition over extending federal coverage to primaries and elections, forcing state committee reporting and curbs on national committees. Critics warn of loopholes that could bypass caps and boost campaign spending, with costs reaching about 200 million in 1964.
Washington editorials describe HEW undersecretary Wilbur Cohen defending the federally funded desegregation effort in the South. He says a reasonable, practical approach guides Title VI enforcement while warning districts to show progress or risk loss of funds. About 2,000 southern districts have complied, with others in varied stages of resistance or gradual compliance.
