Countywide Taxation Urged by Land Use Researchers

Dr. Jerome P. Pickard of the Urban Land Institute urged adopting countywide taxation to equalize property tax rates across metropolitan areas. He noted core cities face higher rates while suburbs and some industrial areas pay less, calling for a basic area wide tax with local supplements to fund special services. The findings will appear in a forthcoming ULI report.
