In Montpelier, Vermont, the Vermont Civil Rights Union and church groups back a bill to guarantee decent living quarters for migrant farm workers. Eight of nine apple growers opposed the measure, testifying their living conditions are top quality while pointing to Southern Vermont Orchards of Pownal as a dissenting example.
Vermont first enacted a 3 percent rooms and meals tax six years ago and has seen revenue nearly triple from 567000 in 1960 to 1366000 last year. Through the first ten months of fiscal 1965 a record $1.4 million was in state coffers. Tax Commissioner Gerald Witherspoon noted no tourism decline and cited marginal restaurants facing bankruptcy risks as a minor issue. He described the tax as easy to administer and warned repeal would cost only one staffer. He noted a bill to exempt meals under $1 while taxing others at 4 percent, calling it a terrible idea. The base was added in 1963, amid sanitation concerns tied to a separate orchard bill.

Montpelier Vermont UPI reports Republican Sen Irving Eastman Addison County Republican who leads the Senate General Committee vows an all out effort to restore 385000 cut from the Department of Mental Health budget. Hoff cut the department request from 686000 to 302000 for the biennium with House actions unlikely to reverse. Eastman notes further funding will be needed if a child protection bill passes. a doctor cites serious injuries from parental beating and a child’s transfer to a state training school. The push centers on restoring funds to address expanded needs in mental health and protection programs.
Dr Ilg from Gesell Institute spoke to Bennington Ford Foundation planners on readiness tests for five year olds. She argues readiness depends on developmental level, not chronological age, with only about 30 percent truly ready for first grade and others needing lower levels. A short Gesell test measures if a child is ready for kindergarten or first grade to avoid future classroom trouble.
President Johnson asks Congress to pass four bills to beautify U S interstate highways by tightening outdoor advertising and junkyard controls. He proposes 1000 foot visibility limits, removal of existing billboards by 1970, and screening or removal of junkyards along entire interstate and primary routes by the same date, with federal aid conditioned on state action.
The Vermont Senate enacted a bill granting income tax exemption to individuals on active armed forces duty, costing the state about 50000 dollars annually and applying only to military pay. The move aims to entice servicemen to return to Vermont after service. The session also advanced a bill to limit interlocking directorates in state banks and a major reform of dairy laws, with Memorial Day observance rules debated in school closing provisions.
Gov. Philip H. Hoff said he will likely name a new public safety commissioner within a week, narrowing the field to about four Vermonters. He also indicated former commissioner William Baumann will not be reappointed and has been on leave since mid May. Hoff warned House leaders about tax projections as he sticks to a $2.9 million tax request, while nominating Belmont Pitkin and John Larkin to the Fish and Game Board with Pitkin favored as chairman.
U S ambassador Maxwell D Taylor will fly to Washington this Saturday for talks on the Viet Nam war with President Johnson. Viet Nam Press reports the trip fits the regular consultation program between the ambassador and the Johnson administration. Taylor last visited Washington in March amid a large American troop buildup in Viet Nam.
In Santo Domingo U S Marines, among the first un wounded troops to depart, board the Boxer for home. The carrier will load gradually, with only a few hundred leaving today as the scenario shifts to a larger OAS and Brazilian force withdrawal arrangement. Bundy returns to report on the Dominican situation to President Johnson.
