Nixon proposal to aid North Vietnam declassified
The State Department released a two page 1973 Nixon letter to Hanoi dated February 1 1973 proposing five year postwar reconstruction aid of about 5 billion dollars with a joint economic commission. Carter says no US obligation and the plan is not binding. Nixon’s note estimated 3.25 billion in grant aid plus 1 to 1.5 billion in other aid, depending on needs.
