Vermont eyes state tax base shift to fund education

Charles Nichols, executive director of the Vermont Association of School Directors, told Manchester PTA that Vermont likely will base funding for public education on property taxes, with options including state level funding and local collection. He noted the 30 percent of tax from out-of-state property owners and argued against shifting to income or sales taxes. He outlined the state’s educational hierarchy, including appointments to the State Board of Education and the role of the Commissioner of Education, and described how the legislature sets teacher certification, supervisory unions, school days, and state aid allocation.
