Washington reports indicate a White House plan to cut $6 billion from federal spending could halt more than 100 ongoing Corps of Engineers projects and affect Bureau of Reclamation work. Savings are said to be uncertain as partial suspensions may trigger penalties and inflation, with West and several states hard hit. Deputy Budget Director Zwick confirmed the plan in closed testimony.
