Canada uses local plans to create work for jobless
In Canada the Local Initiative Program and Opportunities for Youth deploy some 8000 projects across cities and provinces, funding 92,000 workers in 1971 and 29,000 student placements for the coming summer. The venture bypasses local officials to grant originality based work, with examples from Vancouver street musicians, Montreal innovation projects, and a typhoid response in Rouchette. Critics targeted a Taroto grant to the Process Church but the program defended this as constructive community aid.
