Florida Negroes planned a Good Friday march on Tallahassee to back the civil rights bill in Congress. Organizers estimated 1500 to 10000 participants with no trouble expected. Gov. Farris Bryant dissented with the march's purpose while praising peaceful proceedings elsewhere.
Vermont Education Commissioner A John Holden Jr announced new minimum standards for secondary schools to be met by July 1 1967 with a three year progress period. About 27 new teachers will be added to small and medium schools and library facilities will be upgraded statewide.
President Johnson names Commerce Secretary Luther Hodges to lead a national push against traffic deaths. He cites 43,400 American fatalities last year as a matter of serious national concern.
Two American airmen captives shot down over East Germany were released by Soviet authorities. Capt. David I. Holland of Minnesota and Capt. Melvin J. Kessler of Philadelphia rode to freedom in a convoy to Hannover, while the U S hailed the release as the matter was resolved.
Vermont public power advocates urge support for the Passamaquoddy power project as a Northeast grid expansion potential. Alex Radin of the American Public Power Association says New England would gain from interconnecting Maine rivers with major projects, despite private lobby opposition. He asks Vermont public power reps to back the plan and back Congress proposals. MacArthur Shows Improvement in Lung Inflammation. Condition Remains Serious at Walter Reed.
Vermont legislator Roger MacBride announced a noon March 31 press conference at the Hotel Vermont in Burlington to unveil a statement. He hints at a gubernatorial bid and will be joined by leading Vermont House members ready to answer questions.
Louis Hamond, 63, was arrested as the first Rhode Island resident accused of possession of a New Hampshire Sweepstakes ticket. Police say he had 38 tickets, all made out to Rhode Island residents. Prosecutors plan to arraign him Saturday in district court.

Secretary McNamara announced expanded air and ground forces in South Viet Nam to intensify the war against the Viet Cong. He warned against neutrality or withdrawal and suggested possible future action in North Viet Nam as a supplement to defeating insurgents. He spoke at the Forrestal memorial dinner and pledged aid for as long as needed.
J Walter Herlihy, GE plant manager in Rutland and Ludlow, says he is giving consideration to seeking the Democratic nomination for the U S Senate to challenge incumbent Winston L Prouty. He has not held elective office but serves on Gov Hoff's planning council and may announce before May first. Another potential Democrat is Frederick Fayette of Burlington.
Paran Recreations Inc directors, led by Lawrence F. Powers, condemn recent vandalism at Lake Paran as weeks of gunfire damage threaten a trusted community facility. They cite shot barrels, damaged trees, ruined bathhouse windows, and a bolted dressing room door. Powers hints at revoking memberships for offending families.
