Vermont House Debates Five Cent Bottle Deposit Bill
Vermont lawmakers begin debate on a five cent deposit on nonreturnable glass metal and plastic containers to curb litter and boost recycling. Rep Royal Cutts says it targets the state's worst litter forms and Rep Randolph Major notes resemblance to a British Columbia law. The session also considers a government reorganization bill uniting tax and administration functions and elevating divisions to department status as part of a broader plan to create two superagencies. The House clears its calendar for a day of extended discussion and advances measures on unemployment benefits and school board reapportionment.

Senate debates parochial aid bill and Miller formula aim
Vermont Senate moves to relieve the Appropriations Committee of a parochial aid bill that would let districts provide teachers and supplies to private schools and count them in state aid. A Davis administration measure seeks to help financially troubled private schools with a cap on aid if districts exceed private costs. Senator Alden plans to add a provision to ensure all towns receive state aid, amid calls to adjust the Miller formula that currently excludes wealthier towns.

Hearing set on tower at South Burlington
A hearing was continued to April 2 on a motion to block construction of a 95 foot water tower in South Burlington. Residents allege zoning noncompliance while Champlain Water District argues governmental immunity from local rules. The Environmental Board earlier exempted the project from the 1970 Act due to size. In Bennington, a two car collision at County and School streets left no injuries. A 1967 Dodge driven by Robert Verdon and a 1969 Chevrolet driven by Stella Hall collided around 3:30 p.m. with moderate front damage to the Verdon vehicle.
