Officials say they still lack clear details on how Keesee, a former paratrooper with a questionable record, ended up in North Vietnamese custody. He avoided newsmen on arrival. a State Department official noted nothing has been cleared up. He is treated as a private civilian and is likely to be returned to the United States with other repatriates aboard a military flight.
