Urbana Illinois a Pacemaker In Community Planning
Washington reports Urbana Illinois is a leading example of local economic development. A 27 member committee funded a $5,000 market survey, a Chicago department store did its own survey and commissioned a downtown master plan. Lincoln Square became a $6.2 million roofed nine square block mall anchored by the store. The city sold $3.2 million in revenue bonds to finance adjacent facilities, closed two streets, built peripheral streets, and created a new $450,000 city complex without raising taxes. Further phases of the downtown plan are under study.
