Vermont Loyalty Oath Upheld As Constitutional
Vermont Attorney General James L. Oakes ruled the subversive activities clause of the state teachers loyalty oath unconstitutional for vagueness, while the oath itself remains constitutional. The decision follows a U.S. Supreme Court ruling on the Feinberg Law and distinguishes separability of oath and restriction clauses. The oath requires educators to uphold the U.S. and Vermont constitutions. The subversive clause was deemed vague.

Water Board Pushes System Improvements
The Bennington Water Board asks Village voters at the March 20 business meeting to approve use of the $60,000 water sinking fund for improvements to the village water distribution system. Engineer Burton Winslow backs these needed upgrades and the board aims to build a future water source, a project now under Town control financed by a $310,000 bond. Trustees prefer using the fund to cut village debt and buy a new fire truck, sparking a dispute over fund uses. See WATER BOARD Page 12, Col. 7.

In Montpelier the Vermont House approved a CATV regulation bill by 74 to 72, placing cable firms under the Public Service Board amid claims of monopolistic rates and service gaps. Supporters say PSB oversight curbs high profits and subpar service while opponents cite state overreach into private enterprise. The measure follows committee testimony by PSB Chairman Ernest W. Gibson and includes related actions on private institutions and university titles.
