Vermont lawmakers debate taxes as House Majority Leader Walter Kennedy pressures GOP to declare stance on a broad based sales tax while Democrats back real estate capital gains tax and oppose sales tax. Minority pushes income tax rise and property tax reforms amid mortgage rate protest by Homes Inc. executive James Finneran.
Vermont Social Welfare Commissioner John Wackerman told a six member legislative committee that his department exists to help the needy and questioned the impact of federal rules. The panel examined nursing home payments totaling about 4.4 million for 1,200 patients and the 6.5 million ADP request for 1969, noting potential effects on family stability and wage comparisons. Wackerman argued the state standard exceeds minimums and seeks to assist when need exists.
Woodford Town School Board members met with Bennington School District officials to discuss tuitioning Woodford students to Bennington elementary schools starting in 1970. Claverack New York a ten year veteran Trooper F Pesce says a head on collision on a rural road between a station wagon and a fuel oil truck was truly unavoidable due to a snowblocked 10 foot wide road and a blind curve. He notes this is the first real accident he has investigated in ten years on the force.
Bennington attorney John H Williams II was named by Gov. Deane C Davis to a six year term on the Vermont Board of Social Welfare. He appears before the Senate Health and Welfare Committee for confirmation. Williams leads Bennington Republican activities and joined the firm Williams Witten and Carter, which already has two partners in state affairs.
South Vietnam cut short peace talks in protest against Communist shelling of cities. Vice President Nguyen Cao Ky hinted Saigon might pull out, while U.S. Ambassador Lodge warned Washington’s potential response and urged an end to indiscriminate attacks on civilians. The attack on Saigon killed 22 and wounded many, as Hanoi and Viet Cong delegates remained defiant and pledged to fight until American troops withdraw. Ky’s delegation prepared a staff protest to accompany Lodge’s statements.
