Rail bargaining deadlocked over new work rules
Washington negotiations between the United Transportation Union UTU and railroad management resumed to avert a strike by about 150000 train crews. Officials cited difficult issues over work rule changes as talks continued after a lengthy session and a prior breakdown. President Nixon had blocked another rail strike while urging continued talks and cooling-off periods. UTU leaders indicated no strike pledge though Luna did not rule it out.

Berlin talks stall as Soviets delay post congress
Washington officials say little progress in allied talks with Moscow over access to West Berlin likely until after the Soviet Communist Party Congress in April. Western diplomats note Moscow freezes positions during inward focus, while exploring a draft pact to allow free civilian movement through a 100 mile corridor and seal cargo at the western end. Chancellor Brandt withholds pact ratification until Berlin deal, and Moscow pressures Western allies to concede on Berlin.
