Bennington Graded and Greater Bennington Schools plan a July 27 special meeting to decide on merging their elementary systems into a single Bennington School District Inc. Absentee ballots will be available and polls open 12 noon to 9 p.m. with a seven member board elected at large for the new district.
Commerce Secretary John Connor said the economy remains solid with a favorable outlook though stock market declines have unsettled investors. He cited a Commerce Department forecast of a good sized rise in output for the April May June quarter and argued against parallels to the 1929 crash.
Voters in the Bennington Graded School District approved without discussion an $8.23 tax rate for 1965 66. The district’s own operations and indebtedness rise to $7.30 while 93 cents funds the Mt Anthony Union School District assessment. Revenues target about $581 300 for district facilities toward a total budget of $814 745. Additional funds come from delinquent taxes tuition state and federal aid and other sources.
In Miami Beach the Baptist World Alliance elected William R. Tolbert Jr., Liberia, as its first Negro president. Tolbert stressed Christianity is for all races and promised to prove its reach to Africans. A bomb scare evacuated about 12,000 delegates before security found no threat and the convention resumed with a musical program.
In Montpelier the House approved a 10 percent pay raise for 3,800 state workers and 125 state troopers, with staged increases starting Thursday and Jan. 1. It rejected Senate increases for department heads and top officers, and called for a conference committee to resolve differences. The Senate separately approved 18.8 million dollars in school aid for the coming biennium, tying districts to at least 1963 levels, and debated higher pay for the education commissioner and the lieutenant governor. Government troops scored a major victory in a search and destroy operation 40 miles southwest of Saigon with 255 Viet Cong killed by body count. Two American soldiers died and two were wounded. 32 government troops were wounded. North of Saigon, joint American Australian troops began breaking off their operation in Zone D with no decisive result. U.S. jets conducted 67 sorties, hitting a target near Hanoi and bombing Vinh airport. A U.S. plane was shot down, two fliers presumed dead, while a B57 bomber crashed at Da Nang with two crew safely parachuting. The central highlands saw a major Communist attack near Thuan Mon, trapping several hundred Vietnamese troops and advisers. Contact was lost with the town. efforts to break through continued as air strikes supported ground forces.

Vermont officials warn the state has the worst highway safety record in the nation with 8.7 fatalities per 100 million miles driven. About 55 percent of 75 fatalities involve drinking drivers and 22 percent involve teenagers, well above averages.
The House passed and shipped to the governor today a resolution objecting to Sen. Thomas Dodd's gun control proposal. It urges new firearm regulations and bans mail order gun sales. Both chambers approved the resolve, while the Senate awaits action on the bill.
