Manchester Water Co faces costly upgrades to meet standards

In 1971 the Manchester Water Co asked the Public Service Board for a rate rise as it acknowledged serious system deficiencies. Manager Richard D. Hayes cited poor water quality, inadequate pipe sizes, and limited fire flow capacity. State and federal regulators focus on water quality, with the Health Department urging upgrades while offering guidance rather than immediate mandates.
