United Press International reports that about half of Seabrook N H costs are funded by seven out of state utilities. The EPA approval of a cooling system could unlock construction, with United Illuminating of Connecticut holding 20 percent and Public Service Co. of New Hampshire bearing 50 percent. PSC says the plant may provide 80 percent of New Hampshire’s energy, but NRC permits remain suspended.

Vermont surplus may exceed new projection
Vermont's projected budget surplus could top the latest forecast of 14 million dollars. Bruce Mosher, fiscal analyst for the legislature, said the Highway Fund may bring in 3 to 5 million dollars more than expected, largely due to taxes and fees on gasoline, vehicle purchases, and registrations. Earlier this month Governor Snelling projected the General Fund would end the year with a 14 million dollar surplus.
