A weather note reports valley fog tonight with a low in the 40s. Temperatures rise Thursday and skies stay mostly clear. Yesterday’s high was 66 and low 39, with 7 am reading 45. Sunset 8:36, sunrise 5:10. Thursday at 5 am the moon will be at apogee 252100 miles from Earth.
Gov. Philip H. Hoff urged Bennington High School’s 1965 graduates to meet the sweeping changes of a revolutionary world. He warned that population growth, transport advances, and rapid technology are reshaping society and will challenge knowledge. Hope rests on the graduates themselves to accept responsibility for solutions.
Vermont lawmakers held a public hearing on a Senate bill to curb sale of obscene literature to minors. Ralph Guyette and other witnesses argued the measure would alarm adults and fail in court, while critics urged art promotion and a permanent commission to tackle the issue and ban block selling.
The Senate passed a plan for periodic reapportionment with a five member board led by a special master. The bill requires one member from each party chosen by the governor and party chairmen, with a state court special master to head the group. If the House plan is struck by federal courts, reapportionment can use population figures.
Rep Tracy Kenyon introduces a bill to criminalize all cockfighting and broader animal cruelty. Written by Jean Henry of the Bennington County Humane Society, the measure seeks penalties including up to one year in prison for those who promote or profit from fights.
Rep. James Lounsbury of Pownal introduced a resolution for a full scale investigation of horse racing in Vermont. A seven member commission would subpoena witnesses and records, reporting to the 1966 legislature, with a $5,000 appropriation. Green Mountain Park has sought more state funds to stay open.
The Vermont House approved by 191 to 40 a trio of priority redistricting plans for the Senate, sending the historic plan to Gov. Hoff as court review looms. The package includes county mergers and weighted voting proposals, with the fate of related reapportionment bills and a five member master board still unresolved.

The Vermont House backed Gov. Philip Hoff and approved 1.45 million of a predicted general fund surplus for regional vocational education. In a 140-77 vote, lawmakers rejected the Appropriations Committee plan to dedicate 2.4 million for public school construction, a move Hoff said would delay building 12 regional vocational schools and federal matching funds already allocated. Final action was anticipated Thursday.
Washington reports a new Viet Nam GI bill may extend beyond Viet Nam veterans to combat veterans generally. Rep. Olin Teague says the issue requires hearings on expanding education and home loan benefits similar to World War II and Korea programs. The House Republican Policy Committee unexpectedly endorsed the concept of Viet Nam school aid before details were known.
MONTPELIER The House gave initial approval by voice vote to a bill creating a non-partisan scholarship board to administer 430000 for Vermont students over two years. A defeated amendment would have continued the current Senatorial scholarship system.
Sen. J. William Fulbright urged a negotiated settlement in Viet Nam as a way to steer a middle course for the Johnson administration. He warned a complete military victory would cost more than the nation’s interests, urged no unilateral withdrawal, and pressed for concessions by both sides. He supported a pause in bombing as a bargaining tool, noting Hanoi and Peking gave no response.
