Minnesota Anti Smoking Act Sparks Public Debate
In 1975 Minnesota enacted what was then billed as the nations toughest anti smoking law to ban smoking in public places. The act faced funding gaps for enforcement and sparked disputes over what constitutes a bar versus a restaurant and where smoking is permitted. A non smokers rights group issued a guidance booklet urging patrons to report violations and pursue complaints. The law carries no criminal penalties, relies on injunctions, and few have been issued though many observers feel it works fairly well.
