Zbigniew Brzezinski echoed concerns, saying the move violates international law and complicates any path to a Palestinian homeland. Dinitz said no rift exists as talks continue. An unwilling withdrawal by settlers could hinder any agreement on removing Israeli authority from the occupied territory.
