In an off the record discussion, Bennington selectmen last night weighed procedures to unify town and village governments under the 1966 consolidation measure, which became final yesterday. Town officials are poised to proceed with the merger steps.
Vermont's unemployment rose to 4.9 percent in June, the highest in six years, boosted by about 2,000 students entering the labor pool. The insured unemployment rate rose to 3.1 percent last week. St Albans posted the highest rate, White River Junction the lowest. The figure contrasts with 1.6 percent a year earlier.
Four hawkish House armed services subcommittee investigators allege U S soldiers deliberately killed civilians in My Lai and say Army and State Department officers in Vietnam suppressed reports. Britain faces a total ports shutdown as longshoremen vote 48 to 32 to reject a pay deal and strike, prompting government planning for emergency measures. Montpelier will host a Friday meeting between state and local officials and poor community members to plan a Vermont community college system funded by a 60000 grant from the Office of Economic Opportunity. The plan envisions one or more rural pilot colleges offering basic and advanced academic and vocational programs with low cost transfer credits, using existing community resources and staffed by trained low income counselors.
Montpelier, UPI. State Treasurer Frank Davis hesitant to use state funds to buy home mortgage loans from state financial institutions. He testified before a Legislative Council subcommittee that investing state funds for best returns is his duty, opposing Rep. Brian Burns who urged direct action to address housing shortages. Davis noted Gov. Deane C. Davis praised his investments yielding 3.2 million dollars in state revenues. He suggested teachers should earn more interest in their trust funds rather than fund home purchases.
President Nixon received a high level study urging reform of Defense Department operations to cut future costs. Commission head Gilbert Fitzhugh noted many reforms could be enacted by executive order or require Congress approval. Nixon pledged to read the report, while praising the Louisville and Cincinnati receptions that followed.
Bennington County Industrial Corp asks the state Environmental Board to modify its ruling on a 7.2 million dollar tissue mill on the Hoosic River. Hearing set for 10 a.m. July 28 in Montpelier discusses effluent quality and fuel oil standards. Spruce Tissue Mills of New York City would lease the plant.
