Government Charges Parochial Schools Used To Maintain Segregation
The Justice Department threatened to sue Waterbury Connecticut public schools over an arrangement with the Catholic system that keeps Negro and Puerto Rican students in segregated schools. The agency cited lines bus routes and transfer policies designed to keep white schools white and non white schools non white. Waterbury with 13 000 pupils has 28 percent black or Puerto Rican students. The suit could hinge on a letter of intent the department sent to the board seeking steps to guarantee equal educational opportunities. Local officials acknowledge problems, noting non white schools are underfunded, and describe an effort to address the department’s concerns. The Hartford Diocese superintendent noted most blacks are not Catholic and attend public or other schools.
