Mt. Anthony school directors voted in principle to seek bids this year for the general insurance needs of the union high school after lengthy discussion last night. The board agreed to certain criteria and steps to move forward with the bidding process.
Bennington attorney John P. Morrissey was elected unanimously as chairman of the union school board, succeeding Mrs. Marian C. Taylor. David Adler was named vice chairman and Arthur Wickenden as clerk, with committee assignments postponed to next meeting. The board discussed possibly bidding out insurance specifications to replace the agent of record system to reduce costs and tailor coverage to district needs. Discussions centered on bid costs, potential savings, and local vs out-of-town bidders.
UPI report claims Congolese troops recaptured Bukavu and parts of Kinshasa after heavy fighting with mercenary led rebels loyal to ex Premier Tshombe. Mobutu appeals to Johnson for aid, seeking transport planes and equipment. Moscow and Washington clash over Congo policy amid broader Cold War tensions.
Israeli Foreign Minister Abba Eban urged Arab nations to attend a peace conference and hear proposals he called serious viable and honorable. He said Israel could negotiate fluid terms and criticized Russian demands. Eban spoke in London en route from Athens with reports of possible Cairo talks. Jordan and Syria sent letters to the UN accusing Israel of looting and cease-fire violations while Jerusalem remains a battleground with access to holy places constrained.
In Saigon Gen Westmoreland and top U.S. leaders met McNamara who declared the war is not a stalemate and that the United States is winning slowly but steadily. Assessments warned the conflict would be long and costly as secrecy surrounded the High Noon Conference Room during his ninth Vietnam trip in six years.
A upstairs window sniper fatally shot a young university professor Dr. David A. Webster and his wife Marele as they picked strawberries in their yard. In 20 minutes he fired at least 13 shots, wounding three women. Fourteen police cars surrounded the suspect’s home. he surrendered with hands in the air. Police found 13 weapons and hundreds of rounds in his room. The Websters left four children orphaned. The drama rippled through the neighborhood as several nearby residents were hit by stray bullets or glass and bystanders avoided injury. The gunman’s motive was described as berserk behavior. charges were anticipated for capital murder.
Washington officials examine Rockwell Kent's $10,000 gift to North Vietnam as a potential act of treason under the Trading with the Enemy Act. Kent, 85, said the Lenin Peace Prize money was for Vietnam's suffering people and called U.S. actions illegal. Rep. King said the matter is damn close to treason.

Ted, a Japanese American pianist, will study in Rockport Maine with Vladimir Sokoloff and appear on Mike Douglas Show. Karl, Paul, Bob, and a Korean American youth join plans to study engineering, law, medicine, and accounting while Expo 67 visits loom.
