Windsor prison fined fix or transfer orders by judge
U S Court of Appeals Judge James L. Oakes ordered Windsor State Prison to improve conditions in the maximum security section or allow prisoner transfers or releases. Corrections Commissioner Bershad called the ruling significant and said the state would try to comply. The ruling followed complaints of cold drafty conditions and restricted routines from inmates Delore Nolan Lawrence Wood and Edward Raney who sought protective custody after testifying at an inquest into drug use at the prison. Oakes described the Windsor facility as remniscent of the dark ages and urged upgrades to library commissary yard movies chapel services and recreation. The 162 year old prison has been hampered by limited facilities manpower and funds and the 1970 legislature failed to approve a $5.1 million new prison. Governor Davis administration proposed emergency repairs with about $100000 pending the 1972 session. Bershad noted federal courts have ordered substandard prisons closed and prisoners transferred elsewhere.

Vermont Officials See Federal Support for Day Care Plan
UPI reports Edward Zigler, director of the HEW child development program, will visit the University of Vermont in Burlington next week to discuss Vermont's day care center project with state officials. Thomas Davis said Nixon reaffirmed support for total child development over custodial care, amid concerns federal changes could shift toward babysitting services. Vermont also enacts adulthood and water pollution laws, raises small claims from 100 to 250 dollars, lets 12-year-olds seek addiction treatment with no parental consent, and ups town clerk filing fees, plus a school district voting limit on issues per year.
