Environment bills reshape Vermont flood and water rules
Legislator Kelton B Miller reports on Gov Davis environmental proposals now in the House Natural Resources and Senate committees. Key measures include flood plain management H 367, water pollution control, and an environmental controls bill to regulate land use, plus a pesticide bill H 10. The flood bill would empower the Water Resource Board to define flood plains and limit development, while the water bill would classify waters into Class A and Class B with strict enforcement and permit regimes. A temporary pollution permit provision could allow limited discharges under strict monitoring and hard deadlines, with fees based on effluent. Miller notes possible yearlong debate ahead and previews further columns.
