High Rates Forecast Lift in 1970 Housing Outlook
Washington braces for higher mortgage costs as Preston Martin, head of the Federal Home Loan Bank Board, says rates will rise and hardly ease even if the economy cools. He notes conventional loans exceed 8 percent with points, while government-backed rates push above 8 percent. The outlook worsens as construction costs climb and the 1969 housing slump deepens amid tight credit. The 26 million homes goal set in 1968 remains distant, with projected output around 1.5 million for the year.
