Bennington selectmen consider asking voters at March town meeting about unification. They have not approved a townwide vote yet but discuss it as they draft the warning. They acknowledge the article may have little chance now but deem it important.
Sisters chairman Francis J Hogan told Village Trustees at a budget meeting last night that the 1968 grand list in Bennington, while not fully detailed, will not present a rosy picture. He noted assessments in the Village of Bennington are likely to show increases and stressed budgeting concerns for the year ahead.
The Vermont House approved by voice vote a bill raising starting teacher pay by 600 dollars, to at least 5400 dollars from local districts, sending it to Governor Hoff. Other items included condominium construction rules and a revised building code, plus town budget and unification discussions in Bennington with potential for a town manager and sewer and water extension projects.
Bennington Village Board of Trustees reports 1967 general fund and highway fund stayed within budgets with total general fund disbursements of 326 551 37 against 338 349 81 cash. 1968 starts with general fund 11 798 44 and highway fund 25 128 16, deficit areas identified and continuation of budget work planned for January 23.
The United States presses South Vietnam to release some North Vietnamese prisoners in hope of recovering more American POWs. With Ben Hai bridge destroyed, a boat transfer is considered. Washington also seeks sick and wounded POWs via an IC C plane, aiming for a first step toward a broader exchange. Hanoi holds over 200 airmen plus others missing. Viet Cong are believed to hold at least 20 U.S. soldiers in the South.
UPI report from Guatemala City says troops imposed a state of emergency after a machine gun attack killed two U.S. military attaches, Colonel John D. Webber Jr. and Lieutenant Commander Ernest A. Munro, injuring two others. The assailants were linked to Communist death lists. government orders enable arrests without warrants and searches of houses.
Two civil rights advocates named to Vermonts new Human Rights Commission told a Senate Judiciary Committee they could be impartial despite personal views. Dr Cleveland B Williams of Essex Junction and Paul Hackel of Townshend said they would protect civil rights for those accused of discrimination and those who feel they have been discriminated against. Williams acknowledged his race but said housing law can be fair to all, while Hackel praised the commissions balance and urged harmony over punishment. The appointees defended the commissions mission amid charges of a pro civil rights tilt.
The Vermont Highway Board reviews how the Department of Transportation estimates road costs after Gov. Hoff notes missing documentation. The board asks for procedures reflecting current costs and trends while considering property damages from construction delays.
Former Highway Commissioner Russell A. Holden, now with New England Power in Concord New Hampshire, testifies today before a six member legislative committee probing the Highway Department. He claims the Hoff administration used him as a scapegoat for the department’s money troubles as the 1966 142 million program ballooned to 457 million by 1968.
New York Governor Nelson Rockefeller urged the legislature to raise spending by 856 million to 5.494 billion and add 494 million in new taxes including a 20 percent personal income tax surcharge. He outlined higher taxes on businesses, gasoline, and alcohol, plus larger parimutuel revenue cuts.
