Salmon rules out tax hike in balanced Vermont budget
Gov. Thomas Salmon announced a $159.6 million fiscal 1975 budget with no tax increase and scrapped a $2.5 million open spaces rebate. He urged abolition of the state highway fund, proposed a seven year highway plan for 1977, and ordered a near freeze on new state positions. The plan includes $29.8 million for capital construction, a 5 percent increase for state employees, and funds to aid flood victims and industrial development. Striking workers demonstrated outside the State House as lawmakers prepare to review the proposal.
