Biafra and Nigeria signed an armistice ending a 21 year civil conflict. Gen. Yakubu Gowon and a five member Biafran delegation reached the pact at Dodan Barracks, Maj. Gen. Philip Effiong signing for Biafra. Ojukwu had fled earlier, calling for aid to his people amid mass starvation. Nigeria pledged loyalty to the federation and withdrew troops while permitting some foreign aid for Biafrans.
