Raynolds outlines Vermont education plan for local control
Raynolds defends a state task force proposal to group Vermont schools into 12 regional districts while preserving local control. Each nine member board would manage public school property and debt, with at large director elections and caps on town representation. Aimed at quality and equal opportunity, the plan keeps one room schools with circuit teachers to reduce isolation.
