Auditor of Accounts Alexander Acebo said he could not obtain a $30,000 Ernst and Ernst accounting study on Vermont systems. The report, kept under wraps for review by the Joint Legislative Fiscal Committee, was tied to fiscal 1970 audit work and faced questions about funding and public release.

Bennington Jaycees secure a $42,000 federal grant under the Justice Department program to fund a juvenile offender residential treatment center in Bennington. Project director Neil Moss will run Phoenix House with up to 15 boys aged 15 to 19 for about six months each.
Sen Edward J Speno of East Meadow NY dies of a heart attack at St Peter s Hospital Albany after being hospitalized from the DeWitt Clinton Hotel during the legislative session. He chaired the Republican Conference in the Senate and had served since 1954, winning a 10th term amid backing for abortion liberalization in 1970 and Nassau County real estate dealings. Governor Rockefeller praised his humanitarian work from traffic safety to cancer research as lawmakers note his anticancer and anti smoking advocacy. A special election will fill his unexpired term.
Bennington School District officials warned Mt. Anthony Union High School directors they may pursue legal action to force a reduction in BSD transportation payments. BSD officials argue the charter splits busing costs by grade enrollment, leaving BSD paying about 68 percent of the high school transportation budget while many BSD students do not ride.
