The Saturn 1 booster carrying the Pegasus meteoroid satellite soared 9 37 a.m. EST on a two part space spectacle. Pegasus weighs 23 000 pounds and will orbit every 97 minutes to detect tiny cosmic debris for shielding needs.
Rep. Robert T. Stafford of Vermont warned at a Republican Lincoln Day dinner in Manchester that the administration's education aid program may be fiscally prohibitive and could lead to federal control of curriculum. He argued the price is too high and urged local control over schooling. He also criticized Democratic positions on foreign, farm, and fiscal policy.
Supreme Court Justice William O. Douglas rode a mountain pony from a 10 000 foot Sandia peak after a six mile snowbound return trek. He suffered a minor hip gash and said the experience was a beautiful trip while planning to pursue a book on Southwestern mountains. The party included Fred Kennedy Irving T Murray and Robert Nordhaus.
Stanley Barbeau of Woodford reported finding a live grasshopper near his porch despite 30 degree weather. He captured the healthy specimen in a jar and brought it to The Banner office sparking talk of an early spring among unhappy skiers after a dismal season.
Premier Phan Huy Quat presented a 20 man cabinet to chief of state Phan Khac Suu aiming to unify South Viet Nam amid rising military crisis. The group spans Buddhist and Catholic factions. Quat expects elections for a national assembly, with background tension from Moscow and Beijing and ongoing Viet Cong fighting.
Moscow demanded Washington withdraw its forces from South Viet Nam and halt armed provocations in Indochina. Kosygin's Tass message, presented at a Phnom Penh Indochinese peoples conference prep meeting, warned of world war if U.S. air attacks continued and linked U.S. action to broader socialist security.
The Vermont Senate approved three minor bills as week seven of the session started. House action included a $1 per hour clerk fee for book records. The Senate sent three measures to the House, while other major items included a scholarship loans program with an 11 member board and $265,000 to $270,000 in appropriations, and a plan to expand the Fish and Game Board to seven members with region-based seats.
Otto Chaisson of Burlington said he would quit the Swanton Raceway venture if someone would take over his 51 percent stake for 100000 dollars. Joseph M. Kelly, Greenfield lawyer, pulled out over disagreements, but Chaisson noted Kelly did no legal work or funds, and he still sees a need for a harness track despite no license yet from the state Racing Commission.
Joseph F Carroll of 110 Dewey Street announced his candidacy for Bennington Village Trustee Ward 1 to fill the unexpired term of David Carver who resigns. Carroll, 45, favors village town government unification and the 25 member study committee proposal. He is a town auditor, JP, married to June Murrell with four sons and active in Knights of Columbus and Bennington Catholic High School. Page 10 Col 5.
FBI and New York police seized three men and a woman accused of conspiring to dynamite the Statue of Liberty Liberty Bell and the Washington Monument. The suspects include Robert Steele Collier 28 Walter Augustus Bowe 32 Khaleel Sultani Sayyed 22 and Michelle Duclos of Montreal a member of Quebec separatist group Rassemblement Pour l Indépendance.
