Springfield eyes own power plant on Black River
Springfield selectmen push a March vote to back a 1980 project independence from CVPS. A $40 million plan would rebuild nine dams with eight turbines to meet town needs and sell surplus power. Financing via 40 year municipal bonds paid from hydro revenue could cut bills by up to 48 million in 20 years, with town ownership avoiding shareholder profits and fuel costs.
